Trustee Meeting Minutes April 1, 2010

The Truro Township Trustees held a regular meeting April 1, 2010 at 6:00 pm at St. 161. Present were Trustee Pat Mahaffey, Barbara Strussion, Fiscal Officer Natalie Nicodemus, B.C. Hein, Chief Foltz and Trustee Dennis Nicodemus Administrator Bob Stapleton and Superintendent Stan Knoderer. B.C. Kimble, B.C. Sharps and B.C. Deaver were absent

The Meeting was called to order with the pledge and roll call.

Barbara Strussion moved to approve meeting minutes from March 4 meeting. Pat Mahaffey seconded motion. All voted yes.

Chief Foltz: MDA annual lock-up is schedule May 18, 2010 from 9am-4pm at Station 161.

Chief Hein: Door openers are being replaced.
Replacing lower panels on bay doors.
12 new employees need dress uniforms – will be ordering.
Looked into security system at St. 162 and discovered we can use other companies than SimplexGrinnel for service to save money. Must still order parts through SimplexGrinnel.
Department is participating in a mock mass casualty disaster at Rickenbacker June 18, 2010.

Fire Prevention report: The apartment buildings at 6601 and 6607 E. Livingston Ave. are vacant. The properties have been vandalized, broken windows, graffiti, etc.
Working with Gene Johnson on bids to tear down building.

Lt. Brooks: Would like to purchase service contract for RAV 57 (machine that measures amount of oxygen in blood). Would be $825 per unit for 3 yr contract = $3300.00 but if 1 unit needs replaced it is $5500.00. Trustees agree.
Signed agreement with COTC ride along program.
Department had 27 12 lead transmissions.
Bidding war continues for lead vests.
EMS software training beginning next week with a go live date of June 1, 2010.

Superintendent Stan Knoderer report: 1 new gravesite purchased.
1 interment Margaret Miller March 8, 2010.
Holiday cleanup completed March 22, 2010.
Street cleaning of Qualstan East is scheduled for April 15, 2010.
Working on quotes for retro reflective street name signs. Osburn Signs = $800.
1 report to board of health for owner who ignored request from previous month.

Fiscal Officer's report: February reconciliation authorized by motion from Pat Mahaffey. Dennis Nicodemus seconded. All voted yes.

Investment policy approval tabled.

Resolution #04012010A: Be it resolved that the Truro Township Trustees direct the Fiscal Officer to transfer $125,000.00 from 28-A-01 to 10-A-01A for medic bonuses.

Resolution #04012010B: Approving the nomination of William Lutz Sr. to serve as the representative of the Franklin County Townships on the SWACO Board of Trustees.

Trustees and Fiscal officer agreed to change financial institution to Heartland Bank from Chase.

Pay Mahaffey moved to approve payroll of $246,688.45 and bills of $431,530.45 for March. Barbara Strussion seconded the motion. All voted yes.

Pat Mahaffey moved to authorize Fiscal Officer to pay the bills and payroll for April. Barbara Strussion seconded. All voted yes.

Barbara Strussion: Thank you to Lt. Brooks for help on child hit and run.
Community Garden opening ceremony was today.

Pat Mahaffey made motion to adjourn at 6:35pm.

Next regular meeting will be Thursday May 6, 2010 at 6:00pm at Station 161.
