Trustee Meeting Minutes December 1, 2011

The Truro Township Trustees held a regular meeting December 1, 2011 at 6:00 pm at St. 161. Present were Trustees Pat Mahaffey, Barbara Strussion, Dennis Nicodemus, B.C. Hein, B.C. Deaver, Superintendent Stan Knoderer, B.C. Kimble, B.C. Sharps, Chief Foltz and Fiscal Officer Natalie Nicodemus. Administrator Bob Stapleton was absent.

The Meeting was called to order with the pledge and roll call.

Barbara Strussion moved to approve meeting minutes from November 3 meeting. Pat Mahaffey seconded motion. All voted yes.

Fire Department Chief Foltz: Please declare a vacancy in the full time fire position. Pat Mahaffey made motion. Barb Strussion seconded. All voted yes.

Chief Hein: Looking at 3-4 months worth of work for all repairs from lightening strike.
Met with Joe Weithman about blue prints for remodel of Station 161. Would like to meet with Trustees to go over.

Steve Hein would like to declare a vacancy in shift Lieutenant, shift Battalion Chief, and Administrative Battalion Chief positions. Pat Mahaffey made motion. Barb Strussion seconded. All voted yes.

Steve Hein would like to recommend the following personnel be promoted to the above positions beginning on January 1, 2012:
Shift Lieutenant: Andy Wittenmeier
Shift Battalion Chief: Andy Weber
Administrative Battalion Chief: Jeff Sharps
Pat Mahaffey made motion. Barb Strussion seconded. All voted yes.
All promoted personnel will be sworn in at the January 5, 2012 township meeting.

Pat Mahaffey made a motion to declare Steve Hein interim chief beginning December 24, 2011. Dennis Nicodemus seconded. All voted yes.

B.C. Deaver: Lightening strike damaged 3 computers and various pieces electrical equipment: B.C. computer, conference computer, Lt. Posey computer, router and switch. Repairs are being made to cameras as well. Council of Governments: discussion of what a COG is and how it would benefit the township and the MECC.

B.C. Kimble: Outside lights have been repaired at Station 162. Working on making covers for the lights.

Fire Prevention report: 2 fire investigations
100 fire runs in November.
16 business inspections.
Toys for Tots is underway with Reynoldsburg City Schools. Drop off unwrapped toy to Station 161 or 162 by December 24, 2011.

B.C. Sharps: 378 EMS runs in November.
New medic committee will be traveling to Braun Manufacturing in Van Wert, Ohio on December 14. Lt. Dorsey is chairing the committee.
Shared a thank you letter from a Columbus Police Officer who responded to a call with Brady Seddlemeyer and Kyle Shipley. They were commended on their professionalism during this very difficult situation. Thank you also to Lt. Conaway for assisting upon their return.

Roads and Cemetery
Superintendent Stan Knoderer report: 1 interment: Alma Ochs on November 29, 2011.
10 military foundations were delivered from American Legion Post 798.
Transmission on the Ford F350 was replaced by Bus Service. They also replaced a broken brake line and installed new front brakes.

Administration Fiscal Officer's report: Approved November 2011 bank reconciliation.

Administrator Bob Stapleton: absent

Administrative Order #3: All 40 hour employees shall work 8 hour shifts, Monday through Friday commencing January 1, 2012. Section 3-8 Personnel Policy Manual.

Resolution #120111A: Pursuant to section 4909-19 of the Ohio Revised Code, TRURO TOWNSHIP strongly objects to the proposed rate increase from Ohio American Water Company on the Qualstan subdivisions (Chatterton/Fleet Rd.) area by alleging that such proposal is unjust and discriminatory or unreasonable. Barb Strussion seconded. All voted yes.

Resolution #120111B: A Resolution to continue to hire legal council from Dan Guttman at Baker & Hostetler to represent the Township and its officials in official capacities and to advise on legal matters from time to time as matters arise. Dennis Nicodemus seconded. All voted yes.

Pat Mahaffey moved to approve payroll of $251,146.95 and bills of $297,322.47 for November. Barbara Strussion seconded the motion. All voted yes.

Pat Mahaffey moved to authorize Fiscal Officer to pay the bills and payroll for December. Barbara Strussion seconded. All voted yes.

Pat Mahaffey made motion to adjourn at 6:38pm.

Next regular and organizational meeting will be Thursday, January 5, 2012 at 6:00pm at Station 161.
