Trustee Meeting Minutes January 6, 2011
The Truro Township Trustees held a regular meeting January 6, 2011 at 6:00 pm at St. 161. Present were Trustee Pat Mahaffey, Barbara Strussion, Fiscal Officer Natalie Nicodemus, B.C. Hein, B.C. Kimble, B.C. Sharps Chief Foltz and Trustee Dennis Nicodemus Administrator Bob Stapleton. Superintendent Stan Knoderer and B.C. Deaver were absent.
The Meeting was called to order with the pledge and roll call.
Pat Mahaffey made motion to move to organizational meeting at 6:01pm.
Barbara Strussion moved to elect Pat Mahaffey Chairman of the Board of Trustees.
Dennis Nicodemus seconded the motion. All voted yes.
Barbara Strussion moved to name Dennis Nicodemus Vice Chairman. Pat Mahaffey seconded the motion. All voted yes.
Pat Mahaffey moved that the Trustees and Fiscal Officer be paid by salary. Barbara Strussion seconded the motion. All voted yes.
Pat Mahaffey moved to set the mileage reimbursement rate at .50 Barbara Strussion seconded the motion. All voted yes.
Pat Mahaffey moved to authorize elected officials and department heads to attend national and state conferences. Barbara Strussion seconded the motion. All voted yes.
Pat Mahaffey moved to set the monthly meeting at 6:00 pm the first Thursday of each month. Barbara Strussion seconded the motion. All voted yes.
Pat Mahaffey moved to pay health, life, dental, and vision for elected officials.
Barbara Strussion seconded the motion. All voted yes.
Pat Mahaffey moved to use Medical Mutual for Truro Township Health insurance. Barbara Strussion seconded the motion. All voted yes.
Pat Mahaffey made motion to return to regular meeting at 6:03pm.
Barbara Strussion moved to approve meeting minutes from December 2 meeting. Pat Mahaffey seconded motion. All voted yes.
Guest: Gabrielle Marshall Thomas – Qualstan subdivision resident
Came to discuss issues in her meighborhood:
-Crime such as robberies and gun fire
-Cars parked in front yards
-Semi truck creating a blind curve and ruining new curb and street
-Cars parking across sidewalks and blocking access
-Trash build-up in and outside of houses
-High water bills
Trustees are going to work to help fix situation. Barb Strussion suggested establishing a Block Watch. Pat Mahaffey suggested attending revitalization program meetings.

Came to review what was addressed with him in 2010 and issues still pending for 2011.
Guest: Matt Brown – Blacklick Madison Area Plan
Came to present results from the first meeting and the vision for the future.
Second public meeting is Monday, January 24, 2011 6:30-8pm at Asbury Methodist Church.
Chief Foltz: Spring on west bay door has been replaced.
Heating unit above Stan's office has a bad circuit board and replacement has been ordered.
Officers meeting will happen in January to establish some goals for 2011 and update the many department responsibilities and duties.
Will be scheduling a meeting with Mull & Weithman regarding future renovations.
Chief Hein: Thanks to everyone for their hard work on Toy Drive
Medic in shop at Capital Collision for front end damage.
State of the MECC meeting will be in February.
Fire Prevention report: Toys for Tots toy drive helped over 300 families.
B.C. Sharps: delivered run reports for May-December 2010 when current system was in place.
B.C. Kimble: David Lovejoy met with other members to discuss flooring for bunk room at St. 162. Recommendation is to replace the carpet with vinyl tile. Barb Strussion is recommending laminate vinyl floor.
Brian Williams is working on counter in kitchen at St. 162. Looking at possible repair, but crack could continue to happen. Looking into butcher block or stainless steel for replacement.
Superintendent Stan Knoderer report: Sign posted to have all holiday decorations removed from cemetery is mounted.
Reynoldsburg Parks & Recreation will construct and install a kiosk for the cemetery to be for with township cemetery funds.
Fiscal Officer's report: 2011 appropriations are up and running.
November bank reconciliation approved.
Administrator Bob Stapleton: Completed continuing education for BWC.
Resolution 2011010601: BE IT RESOLVED by the Board of Trustees of Truro Township, Franklin County, Ohio, that to provide for the current expenses and other expenditures of said Board of Trustees, during the fiscal year, ending December 31, 2011, the attached sums be and the same are hereby set aside and appropriated for the several purposes for which expenditures are to be made for and during said fiscal year, as on the attached sheets.
Dennis Nicodemus seconded. All voted yes.
Pat Mahaffey made motion to give non-fire township employees same raise of 2% as fire employees. Barbara Strussion seconded. All voted yes.
Pat Mahaffey made motion to accept new insurance contributions for township employees. Dennis Nicodemus seconded. All voted yes.
Per Month = Single: $40 Single Parent:$60 Couple: $80 Family 1: $100 Family 2: $120
Pay Mahaffey moved to approve payroll of $382,184.73 and bills of $476,181.59 for December. Barbara Strussion seconded the motion. All voted yes.
Pat Mahaffey moved to authorize Fiscal Officer to pay the bills and payroll for January. Barbara Strussion seconded. All voted yes.
Pat Mahaffey made motion move to executive session at 7:04pm.
Next regular meeting will be Thursday, February 3, 2011 at 6:00pm at Station 161.
