Trustee Meeting Minutes January 7, 2010
The Truro Township Trustees held a regular meeting January 7, 2010 at 4:00 pm at St. 161. Present were Trustee Pat Mahaffey, Barbara Strussion, Fiscal Officer Natalie Nicodemus, B.C. Deaver, B.C. Hein, Chief Foltz and Trustee Dennis Nicodemus Administrator Bob Stapleton. Superintendent Stan Knoderer, B.C. Kimble and B.C. Sharps were absent.
Please note: meeting was moved up due to heavy snow.
The Meeting was called to order with the pledge and roll call.
Pat Mahaffey swore in newly elected Trustees Barbara Strussion and Dennis Nicodemus.
Pat Mahaffey made motion to move to organizational meeting at 4:15pm.
Barbara Strussion moved to elect Pat Mahaffey Chairman of the Board of Trustees.
Dennis Nicodemus seconded the motion. All voted yes.
Barbara Strussion moved to name Dennis Nicodemus Vice Chairman. Pat Mahaffey seconded the motion. All voted yes.
Pat Mahaffey moved that the Trustees and Fiscal Officer be paid by salary. Barbara Strussion seconded the motion. All voted yes.
Pat Mahaffey moved to set the mileage reimbursement rate at .50 Barbara Strussion seconded the motion. All vote yes.
Pat Mahaffey moved to authorize elected officials and department heads to attend national and state conferences. Barbara Strussion seconded the motion. All voted yes.
Pat Mahaffey moved to set the monthly meeting at 6:00 pm the first Thursday of each month. Barbara Strussion seconded the motion. All voted yes.
Pat Mahaffey moved to pay health, life, dental, and vision for elected officials.
Barbara Strussion seconded the motion. All voted yes.
Pat Mahaffey moved to use Medical Mutual for Truro Township Health insurance. Barbara Strussion seconded the motion. All voted yes.
Pat Mahaffey made motion to return to regular meeting at 4:18pm.
Barbara Strussion moved to approve meeting minutes from December 3 regular meeting and December 10 special meeting. Pat Mahaffey seconded motion. All voted yes.
Chief Foltz: Thank you to Lt. Bryan and Todd Huss for organizing children's Christmas party.
Presented 2010 financial packet.
Feel it is necessary for the prices of the medic and fire truck because after consulting other fire chiefs, our expectations are too high.
Chief Hein: BWC Drug Free Workplace discount ends 2010. Our training is complete.
Fire Prevention report: Toys for Tots toy drive helped over 500 families.
Boy Scout groups will be touring stations this month.
Lt. Brooks: 2009 year end statistics: 240 transmissions, 156 public H1N1 shots, 386 trained on CPR/AED, 111 first aid, 14 TEMS raids.
PALS needs renewed every 2 years – 1/20/2010.
B.C. Deaver: MECC now has a chief – things are running smoothly and IT problems are under control.
Superintendent Stan Knoderer report: 1 interment in December 2009: Mary J. Fowler on December 5, 2009. 1 mausoleum was sold to Dawna Dean on December 10, 2009 for future care of her mother.
Working to get best price on salt for remainder of season. City of Reynoldsburg has used all of their supply at $46/ton and we are now being charge $150/ton.
Signs were replaced after accidents destroyed them.
Letter sent to owners at 5029 Silverton Dr to secure front door.
5104 Norcrest Dr was referred to Board of Health after appearing uninhabitable.
Thank you to Chief Foltz and Lt. Bryan for help with Santa at Christmas party.
Fiscal Officer's report: Audit is almost completed. Results will be emailed.
Pat Mahaffey made motion to approve combined reconciliation for November and December 2008 and January, February, March, April, May, June, July, August, September, October and November 2009.
Dennis Nicodemus seconded. All voted yes.
Pat Mahaffey made motion to approved December 2009 bank reconciliation. Barbara Strussion seconded. All voted yes.
Administrator Bob Stapleton: approve trash contract
Pat Mahaffey made motion to approve trash contract. Dennis Nicodemus seconded. All yes.
Resolution 2010010701: BE IT RESOLVED by the Board of Trustees of Truro Township, Franklin County, Ohio, that to provide for the current expenses and other expenditures of said Board of Trustees, during the fiscal year, ending December 31, 2010, the attached sums be and the same are hereby set aside and appropriated for the several purposes for which expenditures are to be made for and during said fiscal year, as on the attached sheets.
Dennis Nicodemus seconded. All voted yes.
Resolution 010710A: Be it resolved that the Truro Township Trustees direct the Fiscal Officer to appropriate funds from the un-appropriated money in the General Fund for $7375.36 into Fund 23 to make it a zero balance. Currently the fund has a negative balance.
Dennis Nicodemus seconded. All voted yes.
Resolution 010710B: Be it resolved that the Truro Township Trustees direct the Fiscal Officer to appropriate funds from the un-appropriated money in the Fund 15 for $19,635.91 into Fund 15 to make loan payment and deplete the fund. Payments are now being made out of Fire Fund. Dennis Nicodemus seconded. All voted yes.
Pat Mahaffey made motion to give non-fire township employees same raise of 3.5% as fire employees. Barbara Strussion seconded. All voted yes.
Dennis Nicodemus made motion to keep attorney on retainer for $48,000.00 per year. Pat Mahaffey seconded. All voted yes.
Pay Mahaffey moved to approve payroll of $358,706.66 and bills of $318,294.21 for December. Barbara Strussion seconded the motion. All voted yes.
Pat Mahaffey moved to authorize Fiscal Officer to pay the bills and payroll for January. Barbara Strussion seconded. All voted yes.
Pat Mahaffey made motion to adjourn at 5:21pm.
Next regular meeting will be Thursday February 4, 2010 at 6:00pm at Station 161.
